Wang Zhijian Meets with Karaganda Region Governor Bulekpayev of Kazakhstan and Witnesses Signing

On December 10, Wang Zhijian, Party Secretary and Chairman of Shandong Heavy Industry Group, met in Jinan with Yermaganbet Bulekpayev, Governor of Kazakhstan’s Karaganda Region, who is visiting China. The two sides held in-depth talks on advancing the start-up and operation of the joint venture plant and other matters, and witnessed a signing ceremony.

The signing was witnessed by Governor Bulekpayev, Wang Zhijian, Bolat Ussenov, Counselor of the Embassy of Kazakhstan in China, and Liu Zhengtao, Party Secretary and Chairman of China National Heavy Duty Truck Group (SINOTRUK). Cui Alexander Levmirovich, business representative of Saran Machinery LLC, and Zhao Hua, Deputy General Manager of SINOTRUK, signed the agreement on behalf of the two parties.

Wang welcomed the delegation from the Karaganda regional government and enterprises, and expressed sincere appreciation for the strong support provided by Kazakhstan’s governments at all levels for Shandong Heavy Industry and SINOTRUK’s localization project. He noted that the construction and completion of the joint venture plant represent a major milestone in deepening strategic mutual trust and expanding practical cooperation. The signing is an important step in advancing the Group’s strategy of localized manufacturing, localized R&D and localized services, and carries far-reaching strategic significance for promoting coordinated development of the equipment manufacturing industry in both countries. Noting the solid foundation and broad prospects for cooperation, he expressed hope that the parties will build on existing projects to further expand cooperation in assemblies, components and parts, agricultural equipment, construction machinery and other fields, and create a new model of deep integration across the entire industrial chain.

Governor Bulekpayev thanked Sinotruk for its warm reception. He said Karaganda, as a key industrial base in Kazakhstan, has always regarded cooperation with SINOTRUK as an important engine for high-quality regional economic development. He added that the signing marks a new starting point for deeper cooperation. The Karaganda regional government will continue to build an open and efficient cooperation platform, fully leverage local talent strengths, and provide comprehensive support in joint talent development, spare parts supply assurance and project financing, so as to accelerate implementation and ensure that the outcomes of cooperation deliver tangible benefits to local economic development and public well-being.
